Scindia<\/strong>, Union Minister for Communications and Development of North Eastern Region. <strong>Shri Sukanta Majumdar<\/strong>, Union Minister of State for Education and DoNER, also attended the meeting. Members from both Lok Sabha and Rajya Sabha participated and shared valuable insights to strengthen development efforts in the region.<\/p>\n\n\n\n<p>Welcoming the Members, Shri Scindia reaffirmed that the Consultative Committee meetings play an essential role in maintaining continuous dialogue on investment priorities and development progress across the North Eastern States.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Strong Progress Under PM-DevINE<\/strong><\/h3>\n\n\n\n<p>The Minister described <strong>PM-DevINE (Prime Minister\u2019s Development Initiative for North East Region)<\/strong> as the flagship scheme of MDoNER. Introduced in the Union Budget 2022\u201323, the scheme has an outlay of <strong>\u20b96,600 crore<\/strong> for the period 2022\u20132026.<\/p>\n\n\n\n<p>As of <strong>31 October 2025<\/strong>:<\/p>\n\n\n\n<ul>\n<li><strong>44 projects<\/strong> worth <strong>\u20b95,700 crore<\/strong> have been sanctioned.<\/li>\n\n\n\n<li><strong>3 projects<\/strong> valued at <strong>\u20b9176 crore<\/strong> have been completed.<\/li>\n\n\n\n<li><strong>41 projects<\/strong> amounting to <strong>\u20b95,500 crore<\/strong> are currently under implementation.<\/li>\n\n\n\n<li>Projects worth <strong>\u20b9111 crore<\/strong> have in-principle approval, while additional proposals worth <strong>\u20b9625 crore<\/strong> are in the pipeline.<\/li>\n<\/ul>\n\n\n\n<p>The Ministry is well on track to fully utilize the scheme\u2019s financial outlay.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Boost to Tourism: Integrated Tourist Circuits Planned<\/strong><\/h3>\n\n\n\n<p>Responding to the suggestions of Members, Shri Scindia outlined key developments in Assam, Nagaland, Mizoram, and Tripura. He announced that <strong>integrated tourist circuits with world-class facilities<\/strong> will be developed in every North Eastern State, in consultation with State Governments.<\/p>\n\n\n\n<p>Two pilot projects have been identified:<\/p>\n\n\n\n<ul>\n<li><strong>Sohra Circuit in Meghalaya<\/strong> \u2013 Foundation stone already laid<\/li>\n\n\n\n<li><strong>Matabari Circuit in Tripura<\/strong> \u2013 In advanced stage of approval<\/li>\n<\/ul>\n\n\n\n<p>These projects will focus not only on infrastructure but also on <strong>capacity building<\/strong> to ensure availability of skilled manpower for improved tourist services and enhanced visitor experiences.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Enhanced Monitoring for Timely Execution<\/strong><\/h3>\n\n\n\n<p>The Minister emphasized that PM-DevINE projects are monitored through a <strong>rigorous multi-layered mechanism<\/strong>:<\/p>\n\n\n\n<ul>\n<li>Weekly reviews of each project<\/li>\n\n\n\n<li>Comparison of expected vs. actual implementation timelines<\/li>\n\n\n\n<li>Time-stamped photographic evidence for physical progress<\/li>\n\n\n\n<li>On-ground inspections by officers of MDoNER and NEC<\/li>\n\n\n\n<li>Third-party assessments to ensure transparency and accountability<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Commitment to Rapid and Inclusive Development<\/strong><\/h3>\n\n\n\n<p>Shri Scindia reiterated the Government\u2019s unwavering commitment to <strong>rapid, transparent, and outcome-driven development<\/strong> in the North Eastern Region.
