New Delhi, November 4, 2025:
The Central Board of Direct Taxes (CBDT), Department of Revenue, Ministry of Finance, has successfully achieved significant milestones under the Government of India’s Special Campaign 5.0 for Swachhata and Disposal of Pending Matters.
Conducted across all field formations of the Income Tax Department, the campaign focused on institutionalising Swachhata, enhancing record management, and ensuring speedy disposal of pending matters. Implemented in two phases — the Preparatory Phase (September 15–30, 2025) and the Implementation Phase (October 2–31, 2025) — the initiative recorded remarkable results nationwide.
During the campaign, 1,521 cleanliness drives were conducted against the target of 947, achieving 160% of the goal. The CBDT reclaimed 1.67 lakh sq. ft. of office space and generated ₹32 lakh in revenue through the sale of scrap and obsolete materials. Additionally, 2.30 lakh physical files were weeded out and over 10,000 e-files were closed.
On the citizen-centric front, the CBDT disposed of 21,251 public grievances and 831 grievance appeals, surpassing its initial targets. Extensive outreach through social media — with more than 600 posts shared — further amplified public awareness about the campaign.
A notable highlight of Special Campaign 5.0 was the recognition by the Department of Administrative Reforms and Public Grievances (DARPG) of the “Digital File Inventory and Space Optimization” initiative by the Office of the Principal Chief Commissioner of Income Tax, Andhra Pradesh & Telangana as a best practice. The initiative featured an innovative QR code–based File Inventory Mobile App, through which over 10,000 records were digitized, indexed, and integrated into a centralized database for instant access and efficient management.
Across the country, various regional offices undertook creative and welfare-oriented initiatives, including:
- Transformation of a waste-filled area into a modern conference hall named “Indraprastha” at the Income Tax Office, Kolkata.
- Establishment of a Fitness Studio at the Income Tax Residential Complex, Kochi, promoting health and wellness.
- Inauguration of a modern crèche facility at the Income Tax Office, Pune, to support working parents.
- A Swachhata Awareness Walkathon in Vijayawada, flagged off by Telugu film star Shri Srikanth, encouraging public participation in cleanliness initiatives.
- Creation of “Madhukar”, the department’s mascot crafted entirely from waste materials at the Jaipur office, symbolizing innovation and environmental consciousness.
- The “Green Belt Initiative” by the Directorate of Investigation, Delhi, which developed a “Vrikshayuveda Forest” comprising 700 saplings of 35 native species to promote biodiversity and sustainable practices.
The CBDT reaffirmed its commitment to maintaining cleanliness, sustainability, and transparency through regular reviews, digital transformation, and innovative waste management measures. The Department continues to advance the objectives of the Swachh Bharat Abhiyan by integrating efficiency, environmental responsibility, and citizen-centric governance across all its field formations.
