The Controller General of Communication Accounts (CGCA), Smt. Vandana Gupta, inaugurated the onboarding of all MTNL employees retiring in November 2025 onto the SAMPANN portal at the Office of the Principal CCA, Delhi. This milestone marks a major advancement in the Department of Telecommunications’ efforts to build a transparent, efficient, and citizen-centric digital pension administration system.

The initiative covers current MTNL retirees as well as all past pensioners, bringing a total of 45,939 MTNL pensioners from Delhi and Mumbai into the integrated SAMPANN ecosystem. During the ceremony, senior pensioners Shri Prabodh Kumar and Shri Gyanender Singh were felicitated for their dedicated service and were handed their E-PPOs.

Speaking at the event, Smt. Vandana Gupta emphasized that the successful integration of MTNL onto SAMPANN will enable fully digital and rule-based pension processing starting December 2025. She highlighted key features such as accurate calculation of benefits, seamless case handling, timely disbursement through PFMS, and strengthened grievance redressal mechanisms. With dedicated dashboards, Android and iOS mobile apps, and the upcoming integration of the remaining MTNL pensioners, SAMPANN continues to enhance DoT’s commitment to efficiency and transparency.

Shri Uday Bhan Tiwari, Controller of Communication Accounts, outlined the major benefits for MTNL pensioners, including direct pension disbursement, online PPO issuance, Digital Life Certificate integration, a unified grievance redressal system, reduced paperwork, and significantly enhanced transparency. He expressed gratitude to the O/o CGCA, MTNL, Pr. CCA Delhi, and his own team for their coordinated efforts in making this long-awaited integration a reality.

Officials from Pr. CCA Mumbai, MTNL, and CGCA were present during the event. Pensioners welcomed the initiative and appreciated the proactive steps taken to resolve long-pending issues related to their pension onboarding.

This development further strengthens the Government’s vision of a simplified, technology-driven, and citizen-friendly pension delivery system for telecommunications retirees across India.
