New Delhi, December 18, 2025: The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, has launched a digital module for generation of sponsorship letters by Indian companies under the e-Production Investment Business Visa (e-B-4 Visa). The module was rolled out on 29 November 2025 on the National Single Window System (NSWS), marking another major reform to enhance ease of doing business in India.

The new facility enables Indian companies and Limited Liability Partnerships (LLPs) to instantly generate sponsorship letters for inviting foreign professionals engaged in production-related activities. These include installation and commissioning, quality checks and essential maintenance, production, IT and ERP ramp-up, training, supply chain development, plant design and bring-up, as well as visits by senior management and executives.

The initiative follows the Ministry of Home Affairs’ circular issued in August 2025, which rationalised provisions related to employment and business visas. Under the revised framework, certain activities earlier covered under employment visas have been brought under the business visa regime. A new sub-category, the “Production Investment Visa (B-4)”, has been created, while the earlier e-PLI business visa has been discontinued. Necessary amendments have also been made to the Visa Manual, 2019.

The e-B-4 Visa is issued as an e-visa and applied for through the online visa portal. To support this process, DPIIT introduced the e-Production Investment Business registration module on NSWS, accessible to both PLI and non-PLI businesses. The system features simplified forms, auto-population of data, and automatic authentication through databases such as MCA and GSTN, eliminating the need for approvals or recommendations from line ministries.

Once generated, the sponsorship letter carries a unique ID, which the foreign professional must reference while applying for the visa on the e-Visa portal. The NSWS and e-Visa portals have been integrated through an API to ensure seamless processing.

This digital reform is expected to significantly reduce procedural delays, improve transparency, and facilitate faster engagement of global talent in India’s manufacturing and production ecosystem.
