Strong Focus on Enhanced Monitoring, Timely Implementation, and Tourism Development

The Consultative Committee of the Ministry of Development of North Eastern Region (MDoNER) convened on 03 December 2025 at the Parliament House Annexe under the chairmanship of Shri Jyotiraditya M. Scindia, Union Minister for Communications and Development of North Eastern Region. Shri Sukanta Majumdar, Union Minister of State for Education and DoNER, also attended the meeting. Members from both Lok Sabha and Rajya Sabha participated and shared valuable insights to strengthen development efforts in the region.

Welcoming the Members, Shri Scindia reaffirmed that the Consultative Committee meetings play an essential role in maintaining continuous dialogue on investment priorities and development progress across the North Eastern States.

Strong Progress Under PM-DevINE

The Minister described PM-DevINE (Prime Minister’s Development Initiative for North East Region) as the flagship scheme of MDoNER. Introduced in the Union Budget 2022–23, the scheme has an outlay of ₹6,600 crore for the period 2022–2026.

As of 31 October 2025:

  • 44 projects worth ₹5,700 crore have been sanctioned.
  • 3 projects valued at ₹176 crore have been completed.
  • 41 projects amounting to ₹5,500 crore are currently under implementation.
  • Projects worth ₹111 crore have in-principle approval, while additional proposals worth ₹625 crore are in the pipeline.

The Ministry is well on track to fully utilize the scheme’s financial outlay.

Boost to Tourism: Integrated Tourist Circuits Planned

Responding to the suggestions of Members, Shri Scindia outlined key developments in Assam, Nagaland, Mizoram, and Tripura. He announced that integrated tourist circuits with world-class facilities will be developed in every North Eastern State, in consultation with State Governments.

Two pilot projects have been identified:

  • Sohra Circuit in Meghalaya – Foundation stone already laid
  • Matabari Circuit in Tripura – In advanced stage of approval

These projects will focus not only on infrastructure but also on capacity building to ensure availability of skilled manpower for improved tourist services and enhanced visitor experiences.

Enhanced Monitoring for Timely Execution

The Minister emphasized that PM-DevINE projects are monitored through a rigorous multi-layered mechanism:

  • Weekly reviews of each project
  • Comparison of expected vs. actual implementation timelines
  • Time-stamped photographic evidence for physical progress
  • On-ground inspections by officers of MDoNER and NEC
  • Third-party assessments to ensure transparency and accountability

Commitment to Rapid and Inclusive Development

Shri Scindia reiterated the Government’s unwavering commitment to rapid, transparent, and outcome-driven development in the North Eastern Region. PM-DevINE continues to serve as a key catalyst in transforming infrastructure, improving connectivity, and driving socio-economic growth across the region.

The meeting concluded with Members expressing strong support for the Ministry’s initiatives and acknowledging the significant strides made under PM-DevINE.
